In order to speed up the integration into the Yangtze River Delta and compete for the Greater Bay Area, build a high-level advanced manufacturing base in the Bay Area, Shangyu District aims to assist in the development of key industries such as new materials, modern medicine, electronic information, and high-end equipment manufacturing, and build a higher level of "innovation area and quality" City". I. Overview of Shangyu
Located in the northeast of Zhejiang Province and the south wing of Hangzhou Bay, Shangyu is 62 km east of Ningbo, 70 km west of Hangzhou, neigbors Hangzhou Bay in the north, and faces Shanghai across the river, covering a total area of 1,403 km2. It is the hometown of Yushun and Yingtai, and also enjoys the reputation of an area of innovation and a city of quality.Shangyu is in possession of high-energy-level development platforms such as national development zones, provincial tourism resorts, and provincial characteristic towns, and has formed eight leading industries, namely, smart electrical, high-end dye daily chemical, automobile parts, fashion leisure, special equipment, modern medicine, new materials and digital economy. At present, it has more than 176 companies with the sales of over 100 million yuan, 17 listed companies, 13 university research institutes and an 800,000 m2 science and technology innovation platform. In 2019, the regional GDP reached 97.811 billion yuan, with a year-on-year increase of 7.4%. The total fiscal revenue was 14.761 billion yuan, an increase of 4.5%, ranking 37th among the top 100 national comprehensive strength regions and 19th among the top 100 national science and technology innovation regions.

VI. Participants and Conditions
(I) Requirements for talents: Below the age of 50 (can be relaxed appropriately for those specially excellent), applicants shall have overseas entrepreneurship experience or have held senior and intermediate technical management positions in well-known domestic and foreign companies for more than 3 years; graduate from well-known universities at home and abroad with master's degree and above, with good social reputation and no record of criminal or administrative penalty.
(II) Field requirements: Modern medicine, new materials, digital economy, high-end equipment manufacturing, new energy, energy conservation and environmental protection and other related industries.
(3) The participating projects have independent intellectual property rights or invention patents, and the intellectual property rights (invention patents) are clearly defined. The entries are directly related to intellectual property rights.
(4) The team has complete structure, composed of talents in production management, market development, technology research and development, etc., with high overall strength; that is to say, project or team with scientific and reasonable business models, clear development goals, and original innovation and achievement transformation capabilities.
(5) The team has not yet registered in Shaoxing in application stage and intends to register in Shangyu within 12 months after the competition.
VII. Project Collecting Direction:
(I) Modern medicine: Innovative medicines, generic medicines and other pharmaceutical preparations, medical devices, apparatuses, equipment; raw material preparation integration projects; reagents; CRO / CMO / CDMO projects; biomedical material products, (biological) artificial organs, medical imaging and diagnostic equipment, medical electronic instruments and monitoring devices, modern medical treatment equipment, medical information technology, rehabilitation engineering technology and equipment, tissue engineering, etc .; enzyme engineering, biochip technology, gene sequencing technology, tissue engineering technology, bioinformatics technology involving the fields such as medicine, energy, chemical industry, etc.
(II) Digital economy: Internet of things, big data, artificial intelligence, cloud platforms (online education, online healthcare), cloud computing, smart cities, and other information economy fields; game development, game teaching, experience (game entertainment, audio-visual equipment, etc.) and development and application of derivative products; animation production, digital content creation and processing; digital film and television post technology; data management and application software, digital processing software development and other industries; 5G application technology and other emerging digital economy industries.
(III) New materials: Advanced polymer materials, new energy materials, electronic chemical materials, high-performance metals (excluding high energy consumption and heavy pollution processes such as smelting, casting, and electroplating), biomedical materials, advanced composite materials, fibers, energy saving and environmental protection related materials, high-end textiles (excluding dyeing and finishing), green chemical materials, materials that entered the first batch of application demonstration guidance catalog (2019) of key new materials.
(IV) Collection of other projects: High-end equipment manufacturing, new energy, energy conservation and environmental protection and other related industries.
(I) Participants shall submit the entry form through H5, WeChat platform or contact competition entry manager, and prepare the supporting materials such as Application Form for the 2020 Hicreat Talents International Entrepreneurship Competition, entrepreneurial business plan, PPT, certificates of the competition project and other evidence, and send them to email: firstname.lastname@example.org
(2) Overseas applicants: Overseas applicants are requested to register early. Those who cannot return home due to the 2019-nCoV will participate in the City Competition through online road show.
(III) Preliminary screening: A comprehensive evaluation will be conducted by Hicreat Talents team, Competition Organizing Committee, and experts of the related fields.
(IV). From June to September, after each City Competition, the selected applicants of “Shangyu Talents” Plan will be invited to go to Shangyu for inspection (herein referred to as “inspection”). Those who do not participate in the inspection will be deemed to automatically abstain from their qualification. Hicreat Talents team and the Shangyu District Organization Department will provide applicants with policy analysis, question answering, and intentional docking service.
(V) The “8+7” mode is adopted for the on-site road show of City Competition (i.e. 8-minute PPT presentation + 7-minute interactive Q&A). In principle, applicants are required to participate in the roadshow, core team members of especially excellent projects are allowed to participate in the roadshow. The judges are composed of 2 technical experts and 3 investors in the professional field. The finalists will be announced on the competition website and WeChat official account in late September.
(VI) The final: The “8+10” mode is adopted for the on-site road show of the final (i.e. 8-minute PPT presentation + 10-minute interactive Q&A). The final requires the main applicant to be present or participate in the road show. The judge group consists of professional judges, senior investors and entrepreneurs in a certain proportion.
IX. Award and Supporting Policy
First Prize, Second Prize, Third Prize and a number of Excellent Prize are set according to the quality and quantity of the finalists.
The bonus amount (before tax) is 300,000 yuan for the First Prize; 200,000 yuan for the Second Prize; 100,000 yuan for the Third Prize and 50,000 yuan for the Excellent Prize. 50% will be allocated after the competition and the remaining will be allocated after the business registration. Individual income tax will be paid by oneself.
(2) Supporting Policy
Those winners in city competitions will be categorized into 4 levels of A, B, C, D. The projects in different level will receive different financial support consequently after business registration in Shangyu within 12 months after the due diligence, namely 5 million yuan for A-level, 3 million yuan for B-level, 2 million yuan for C-level and 1 million yuan for D-level respectively. Start-up projects that register in Shangyu can enjoy rent-free office space for a maximum of 6 years and rent subsidies for certain pilot scale experiment plant, and subsidies of up to 50,000 yuan per year for 3 years. The bank will give the benchmark interest rate of 10 million yuan in loans a full discount for 3 years, as well as preferential and supportive policies in sales, research and development, taxation, house purchase, house rental, children schooling, medical treatment and recuperation and other fields.
(3) Transportation subsidies
The criteria for distributing transportation subsidies are: 6,000 yuan/project for overseas talents, 3,000 yuan/project for talents in other provinces in domestic, 1,000 yuan/project for talents in the province, and 1,500 yuan/project for inspection. Overseas talents must provide copies of return air tickets and entry visa pages within 18 days before the competition date. Domestic talents must provide copies of all transportation tickets to the competition place within two days before the competition date. 1,000 yuan/project for overseas participants who participate in the project on line will be provided, because they cannot go back to China due to the epidemic. Transportation subsidies of participating in competitions will be distributed after each competition; transportation subsidies of inspection will be distributed after inspecting Shangyu.
1. No fees will be charged to the applicants.
2. Applicants shall not violate the rules of the competition. The submitted materials related to the entrepreneurial projects are not allowed to be plagiarized, misappropriated or other illegal phenomena. Once found, the applicants will be disqualified from applying and funding, and the funded funds will be recovered. In case of any property rights and related legal disputes, the applicants shall bear all responsibilities.
3. The project materials for the competition will only be used for project evaluation and resource docking. The process of the City Competition and the final will be open to the public.
4. Applicants attend the competition on a voluntary basis. If there is any objection to the competition, applicants may contact the committee in time or withdraw from the competition, but they are not entitled to change the rules of the competition or compensate for any expenses incurred therefrom.
5. If any force majeure factor happens, the organizer has the right to adjust or terminate the competition accordingly.
6. The organizing committee reserves the right to further supplement the rules of the competition and the final interpretation. Matters not covered herein shall be notified separately.
